On the other hand, however, Japan is making major economic investments in North Korea. Which of these policies is more likely to result in normalization of relations?
I don't know why the US never learns. Pouring money in and making American products and ideas widely available in a country has always succeeded in producing allies and trading partners where enemies once existed. Look at Japan. Look at Germany. Hell, look at Russia! Then turn around and see what sanctions and embargoes cause: look at Cuba and Iraq.
